   Second not less effective party exogenetic theorie consist in improvement of vital conditions of earth dwellers (29) also concerns directly the Earth. As is known, us learnt, that bodies in space move both on an orbit, and round own axes by inertia. This erroneous doctrine holds till now minds of all mankind in shackles. Who has stated for the first time such thought, it is not known.

   By the author on an example of all bodies of Solar system it is shown, that heavenly bodies without renewing real forces cannot eternally move in space since the Universe is filled by the gravitational and electromagnetic forces, braking free soaring of bodies. In each separate case, it is possible to specify in sources of these forces, to define their quantitative parametres and for the Earth even possibility of their change for the purpose of optimisation of vital conditions since the last are defined by speed of rotation of a native planet round own axis.

   Researches show, that all natural accidents and even social contradictions between various groups of people are connected with the general delay of rotation of the Earth round own axis, i.e. increase in duration of days (for example, for last 500 million years days were extended at 3,2 o'clock, БСЭ, the Third edition, т. 9, p. 478), and also with hardly appreciable non-uniformity of speed of its rotation.

   Lengthening of days leads to reduction convenient for ability to live of the person of the areas of a surface of the Earth since thus on a place of prospering gardens well provided with a vital moisture and oases dead steppes and deserts as because of increase in duration of a sunny day the life on the areas badly provided with water will recede not maintaining solar heat slowly develop. Today the person everywhere faces it in the daily life. In many cases it generates struggle for a life between neighbours and is the reason of disagreements and wars.

   The author managed to prove unequivocally, that delay of rotation of the Earth - result of its ageing, i.e. falling of activity and if we do not find the mechanism of this ageing viability of the Planet will invariably worsen and through millions years will come on is not present (3,25,9). It was motive power of our researches and at last ways of a rejuvenation of the Earth by increase in speed of its rotation (35,37,38) have been found. They are reached, in the first case, by input of iron columns in earth crust on northern pole, and for the account of own pulsations of a geomagnetic field, in the second - by artificial strengthening of terrestrial electrocurrents along equator on the African and South American continents or way of construct electric mains, or way of digging of a network of channels, in the third - elimination of Comet of Galley by its gradual splitting at approach to the Earth (12).

   It is necessary to tell, that all natural accidents - result of non-uniformity of rotation of the Earth. The author, on an example of earthquakes and eruptions of volcanoes it is established, that the overwhelming majority of catastrophic events there are during the moments of change of acceleration of speed of rotation of the Earth its delay or, on the contrary, changes of delay by acceleration (4). It prompts, that it is necessary to establish the reason of long periodic (76 years) and seasonal delays of rotation of the Earth (two times a year) and to eliminate them as harmful factors, since the overwhelming majority natural (and, probably, and technogenic accidents) are connected as it was found out with irregularity in speed of rotation of the Planet.

   In Konstantin Alekseevich Kulikov's book «Rotation of the Earth» (Moscow, "Bowels", 1985) is given the diagramme of the reference of the Earth round the Sun for 25 years according to N.S.Sidorenkov.

   As follows from the diagramme, change of speed of rotation of the Earth within a year remains invariable throughout all 25 years and consists of two delays and from two accelerations replacing each other within year. At attentive studying of seasonal fluctuations of speed of rotation of the Earth it is easy to notice, that the maximum of speed of rotation of the Earth occurs in the summer when the Earth is turned to the Sun by the Pacific party, and the second maximum corresponds to the winter period when the Earth is turned to the Sun by the party with Atlantic ocean more low. Then minima of speed of rotation of the Earth, falling autumn and spring correspond with look of the Earth to the Sun the continental parties (the zero equatorial width since magnetic fields of the Earth and the Sun co-operate in an equatorial plane means).

   The sensible judgement of these facts has led to a conclusion, that the Earth rotates round own axis by analogy of single-phase electric motors of a direct current for, as is known from references, electroconductivity oceanic water more than 15 thousand times exceeds electroconductivity of land. And as capacity of an electromagnetic field directly depends on electric field generating it the magnetic field over oceans is natural more strongly makes a start a magnetic field of the Sun and leads to acceleration of rotation of the Earth, and over continents a field the weakest both the Earth during the autumn and spring periods rotates by inertia, testing, basically, gravitational braking by the Moon since last hangs dead cargo on a surface the Earth rotates rapidly (a consequence - inflow).

   This mechanism throws light and on eccentricity of a magnetic field of the Earth which is the big riddle for geophysicists - supporters of existing its intraterrestrial genesis.

   Thus, we are the formed inhabitants of the Earth having increased magnetic fields over continents, we can achieve, that the Earth will faster rotate also evaporations from a surface of oceans is easily reached surfaces of a land and will drop out in a kind capable of life fresh water. It promotes and to many other things to useful effects (32,34,36).

   It is necessaire to mean, that all stated concerning a rejuvenation of the Earth is finished. Practical realisation of the mentioned inventions probably only after manufacture of preliminary experiments for revealing of degree of their efficiency. But as these problems concern all people of the Earth demanded capital investments also will be universal and their size will not be too burdensome for people. Pertinently also to mention, that the decision of the general problems by common efforts always led people to friendship and mutual understanding between the nations.   

   

   Passing to the third reason, we will notice, that the mechanism which has developed to the present time of realisation of the scientific works, leaning against the decision of collective in the form of an academic council not always it is capable to realise fundamental nature and depth of an existing problem. Not a secret that it is easier to pass works of ordinary level of certain area of a science for which there are tested ready templates.

   But if works fall outside the limits concrete area, infringe on interests simultaneously several directions if they mention bases of fundamental sciences if they cannot be included in one of branches existing in the nomenclature such works are doomed to position of "the poor relative».

   Lacks of a modern way of realisation of scientific works, on firm belief of the author, consist in the following:

   1). Narrow specialicity the scientific researches complicating intervention of scientists from other fields of knowledge for an estimation of those or other scientific achievements.

   2). Empiricicity in studying of the natural phenomena (i.e. supervision and processing of results) without deep judgement and interpretation of the received data. Differently, the modern science very often answers a question «as?», and on a question «why?» not always feels requirements to answer.

   3). Negation or ignoring of the highest sensitivity of the nature to the slightest external influences. Actually, for example, Newton in the law of universal gravitation has committed the roughest error entering concept of dot weight as the centre of weights of heavenly bodies. This assumption could be imperceptible for orbital movement of heavenly bodies, and for their rotary movement round own axis it makes the most direct impact and leads, eventually, to the termination of rotary movement like the Moon.

   4). Isolation of some branches of sciences from a life and their uselessness for practical activities of people. As is known, the nature of the Earth depends on an arrangement and character of behaviour of the Earth in an orbit and it necessarily should be considered in arrangement of daily use of its inhabitants.

   That cosmology as the science was considered arisen would be fair to demand from it the decision of global problems of mankind − problems ecological, energetic, social and economic, scientific and general educationalitic (by use stated exogenetic theories as bases of any is natural-scientific researches, updatings of textbooks, directories, encyclopaedias with the statement of new laws and principles).

   It is fair to consider, that such set of forthcoming works for the blessing of people should be co-ordinated by the uniform centre. Therefore there would be quite proved a creation «Institute of cosmology and theories of the Earth», it is better, of course, as official body. It, among other things, would lift prestige of the country in the world community and to deduce Uzbekistan into a new active orbit of interstate relations which would be capable to supervise over the general direction of scientific researches in interests of the people.  

   Considering all told, it seems to the author, that there would be quite justified a creation of a uniform nation-wide no-charge academic council from among the most sane and vigorous members of a society. Such council consisting from 21 members should observe interests of a universal civilisation ignoring any, including the academic, official, religious, racial, territorial, language, financial, age, national, branch, hierarchical and other criteria with quarterly self-updating by replacement of inappropriate members with the new.
